Punjab State Power Corporation [PSPCL] — meter is changed but still getting bill on average 74zr401262x

Dear concern,

I have received my pspcl bill for account no-z74zr401262x on 08/05/2019 with amount rs. 20, 360/- again bill is showing old meter reading 406 and new meter reading is 924, by this calculation we have consumed 518 units only but in received bill current consumption unit is showing as 1438. And on asking for the reason they are saying that your meter is dead. How could a dead meter can reflect change in meter readings and also our meter is changed 4 months back only. I have complaint in march also but no revert.
I have purchased this flat in january 18 in resale, then after that the flat was locked till august 2018, as i was on maternity leave at my in laws house, when we come to this home and give application for transfer of meter then we received the first pspcl bill of rs. 22, 150/- on 28/11/2018 with the explanation that our meter is dead. Although i am working women and in whole day only one fan and tv is used at my home by my old parents.
When we have applied for new meter there was shortage of the same in pspcl zirakpur office and we were explained by the pspcl representative that if meter is dead you will get atleast three bills of average, i don't know the meaning of average bill but to me it means that we will receive bill on higher ends.
And then we get bills of rs. 10, 140/- on 12-nov-2018, rs. 17, 100/- on 5/01/2019, rs.1 2, 930/- on 09/03/2019 and now rs. 20360/- on 08/05/2019. We have received such high bills in winters also, although my meter is changed 2 months back still we have received this much high bill.
We are middle class family with earning of rs.50, 000/ per month, and how can we bear all these stupid things, on receipt of every bill we have to rush to pspcl office and they deduct some amount, we are really harassed by this, we have to pay emis of home, my baby is only one year old and it is not possible for me to go to pspcl office as my working hours are 10 to 6 pm, my husband is also out of state because of his job.
Kindly get it checked and revert at earliest, we are only family of 3 living in this 2 bhk flat, we are not running a factory.
This much high bill is really a issue of concern for our family budget.
Kindly help us.
