Builder is not Complete the Project not Refunding Money

Address:Agra, Uttar Pradesh

I hv booked a 500sq Plot in PP Town Phase -1, Project located at agra Mathura Highway in 2006. We have paid Rs. 2.50 Lac. Since last 8 years Builder has done nothing at site. Since last 5 years Builder misguided and not giving any date of completion of project. He is not refunding Money witrh Interest. Pl.
