Quikr — product not delivered nor refunded the money from quikr

I'm sholangbong chang from dimapur nagaland northeast india.
I had ordered an i pad 6th gen worth rs 14000/- from quikr seller name adah adira (Probably fake) his gmail ([protected]@gmail.com) from madhya pradesh he emailed me his what’s app number ([protected] which is out of service) in the month of april 2019, he said his name is ajay abdul from old rewa madhya pradesh, so all our conversation was through what’s app, he asked me to make the payment directly to his account i told him i’ll make the payment through quikr but he forced me to pay it directly saying it would take 2 months to deliver so i paid him through mobiwik wallet, again when i told him i’ll make the half payment only after delivery he started making stories that i won’t be getting the tracking details, so i paid him through mobiwik wallet again.
One week later after the payment, he sent me the tracking details and it was an international courier named transroyal logistic courier (Tracking id is dfk[protected] and i wasn't even aware that the product which they were sending was from abroad i. E. Uk, while in quikr it was written from madhya pradesh when i asked him why he was sending me the product from abroad he said his main office is in uk, when i checked the tracking details my product was on hold in new delhi by the customs and he was sending me 2 units of i pad when i had ordered only 1, when i asked the seller about the situation, the seller said the customs are charging rs 25000/- to clear the product so he said i had to add some amount so they could clear the product from the customs so he demanded me for a sum of rs 14500/- as custom charge to clear the product, i refused to pay but he said that unless the product is released i won’t be getting the refund or the product and if i pay i could take both the i pad, so i paid him the money. One week later the product was released as per the tracking details and it reached my city dimapur in the month of may.
The product was on hold by the seller for a week even after it reached my city, he demanded me for a sum of rs 5000 to make sure that the product gets delivered to me which i refused to pay, they had sent a delivery officer named soni for the delivery so i contacted him through what’s app ([protected]) as his number was also out of service when i asked him about the delay, the delivery officer said i had to pay him rs 4200/- as delivery charge or else he would take the product back, if the payment is not done and he started threatening me, so i paid him the money even after i made the payment he didn't deliver my product and i even asked him the address so that i could go and pick it up but he kept on saying he will delivery it tomorrow and it went on for days his tomorrow never came, so i asked them for a refund, the seller said i would be refunded in the 3rd week of june.
In the mean time the seller texted me saying his boss would like to give an i pad pro at a subsidised rate to make over for the inconvenience caused by them at the same time they will refund me the rs 32500 which i had spent but i will have to pay them rs 13500/- and this time they would send it from madhya pradesh through bluedart courier. So i thought it was a good offer so i paid them rs 13000/- through mobiwik wallet, and when i asked him for the tracking details he said the product which i had ordered was sold away so i will have to wait for a week when i asked him the next week he made the same lame excuses and demanded for more money which i refused to pay and i told him i’ll wait for the refund.

It’s already 4th week of june and he is still making the same pathetic excuses that if i pay him rs 3000/- he will be able to release my refund within this week or else i will have to wait for another 60days for the refund and he is threatening me that if i keep disturbing him about the refund he would block me, he even asked me to send him my aadhar card for the refund. I had even made a complain to quikr customer care regarding this but they didn’t even respond back, i have spent a total of rs 46200/- they don’t even deliver the product nor are they refunding the money if you could kindly look into this matter seriously and take stern action against fraud sellers like them in quikr who gain the trust of the people and fool them with their sweet talks and false promises when they want to sell the products and show their true colours after the payment is made.

I don’t want your apologies nor your words i just want action.
