Services not offered as promised despite of full payments

I contacted pune based http://rackinfotech.com/ in October 2013 for a CMS ecommerce portal design, they wanted 45K to complete the project with in 3 weeks. It took them almost 4 months to deliver the so called complete website. Their developers failed to integrate the payment gateway despite of various attempts and always kept blaming the payment gateway company for their incompetence.
