RechargeItNow — Failed bill payment transaction but amount deducted

Hello, I did postpaid bill payment from Rechargeitnow website and it failed . I don't know how can my money goes to Rechargeitnow account from our account instead of that money going to the bill payment. I did transaction on 7th Dec 15, but still I did not get any refund. Date of Transaction:[protected] Order id: VDP1206107C5 Payment Amount(Rs.): 700 I want to know what legal action can be taken against this company to held them accountable for using public money without their consent.
