Reliance Bigtv — not install or not refund

I apply reliance digital dish on 8/9/2018 but till now not install nor refund from that co. I complain many times every time cc give me same complain no 1995323, no solution. Every cuctomer care tell fund transfer within 24/48 hours, but they are making we tell all details which we have. Tell me how i refund
