I have been a reliance communication postpaid user since 4 years, my credit limit is 2000rs only and payment of bill was regular. Online payment using reliance com website instant bill pay.
Few months ago i was appointed a customer care office who suggested me to use a international roaming pack for rs 800 as i keep traveling to middle east for work. I had activated the pack but they failed to cater the service, the connection was not good, i never received stable network and could make only 2 calls. Hence i stopped using reliance sim in 3 days and started using local sim from mobili.
After my return to india, reliance sends me a bill of 32000 rs saying my international usage was high. Once i raised a complaint after few days i get calls saying that my data usage is costing me 32000rs. I raised a complaint stating that my credit limit is 2000 and once the bill reaches two thousand the connection is disconnected. Above that i did not use it more than 3 days as their service was extremely poor.
After a lot of hassle, i got a call from (Suraj) reliance billing asking to settle the amount and i was offered 7000rs. An email was sent as confirmation to which i replied with the payment proof to reliance. After a few weeks i get a call from (Vaishali) stating she is from reliance legal team asking me to pay.
I discussed the same with them and sent them the proofs (Email communication and proof of payment), to which she replied that they were not from reliance and i still have to pay.
I again called reliance and also sent an email to reliance customer care billing, reliance regional nodal officer, and other email ids from which i have been receiving email for payment.
Things were settled after an email from reliance that my full and final payment. Was received 7000rs and account was closed. Further they wrote that they will escalate this issue to stop the calls i am receiving.

Now after a few weeks i am continuously getting messages from some called z shaikh and m shaikh (Name is sometimes in the end of message) stating that i have to pay 25881rs or face legal consequences.
Later i started receiving messages stating "i have to pay 25881 or be present in bandra court". Then messages say "after repeated follow ups you have failed to pay 25881, hence be present for conciliation call"
The number it asks to call is [protected]. I also get an email stating its a notice from

1. That my client is a telecom operator incorporated under the companies act 1956, providing various telecom services. That you approached and requested my clients to allow them the use of telecom services and accordingly the said facilities were made available to you as per your request under account no (Caf).[protected] mdn number :[protected]

2. That towards the discharge of your liabilities, whole or in part, incurred by you/attributable to you, for telecom services availed from my client, a sum of rs.25881/- is due from you on account o[censored]npaid bills. My client state that you have defaulted in settling the amount on the due payment dates and accordingly and on account a sum of rs.25881/- is outstanding and over-due from you for which my client has been following up with you time to time.

3. That my client has repeatedly requested and reminded you to pay the outstanding amount of rs. Rs.25881/-. My client is therefore entitled to recover from you the said amount of rs.25881/- together with interest at the rate of 18% per annum till payment or realization and for that purpose they are entitled to initiate legal proceedings against you, civil as well as criminal.

4. I hereby call upon you to pay to my clients, a sum of rs.25881/- being the outstanding amount, pay immediately on receipt of this notice. You can make this payment at any of our reliance web world/mobile store failing which my client will be constrained to initiate legal proceedings, criminal as well as civil, against you, before the appropriate court of law needless to add that entire proceedings will be at your risk, cost and consequences, which please note.
