I have done shopping in reliance smart retail shop at bestech mall mohali on 08th feb, 2020. At the billing counter they charged money from me for carry bag. According to court rules no retail shop or outlet can charge money for carry bag while shop from the store. I want to register my complaint against reliance smart retail shop. Tried contacting jio several times to refund deposit but no response to collect device or refund... Simply no response.. I have contacted them via phone, email but keeps extending date and no refund

Can they refund as it was mentioned to refund the security deposit
