Reliance Jio — Sim not distribute and shop not open

Went 9 to 10 times to get the jio sim, but the store owner is so bad in behaviour that every time he giving excuses like sim is not available, server is down, come aftet some time. He keep telling the people that we don't have sim card and to get the sim come at 9 am. When we approach there the store is closed. And after opening the store he told all cards are sold out.Please take a strong against him...

My name is Prakash Jyoti Sharma, from Guwahati. I bought reliance wifi device along with 1 sim card on 03rd Sept 2016 from Reliance Digital stores at Ulubari, Guwahati after checking my credentials and photograph.
However, till date even after elapse of 12 days the same is not activated

I had submitted my documents on 26 August and till today, 12 September, my documents had not been submitted. And there is no Network bar showing in my mobile.And there in No mobile number written on the back of the JIO sim packet
