Rto India — Application is under processing at RTO level from last 20 days

Have applied for learners license on 20/01/2021 at RTO Office Trichy (west), Tamil Nadu. I passed scrutiny but still the application stage is "Application is under processing at RTO Level".
It's been 20 days now and I did not receive any update from RTO Office.
