Rto India — being issue and fitting a number plate

Mine vehicle is not having number plate so i came here for the plate but in this office there are lot of insufficient system from giving number plate to fitting takes 4 hours and totally not in system. Today in 21st century also we are facing this type of system it's very haphazard. Please solve the system. Otherwise we will believe in india we cannot improve the system. It's very harassing.
