Rto India — "dispatching dl psv badge"-pending

I applied for a two wheeler driving licence-31/08/2018(DL).My test drive was taken-07/09/2018.They approve my dl-7/10/2018.
Now, in the website-"DISPATCH OF THE DL AND PSV BADGE" are still PENDING.So, please help me to complete these process faster by Diamond Harbour Rto(WB97)

Sir i, m nagaraj lives in karnataka i have holder DL(LMV) one month ago taken of DL (LMV), my question is without badge driving of car personal or ola and uber TAXI AND enter karnataka i car driving permission have or not, plz give the answer i kindly request for you, badge requried or not for me
