Rto India — driving licence test payment pending

Have paid about ₹600 for driving licence re-test which has been stuck at "pending" for almost a week now at online driving licence portal. It's been showing "pending" whenever i checked my application status that really puts me down considering my urgency. Please help me to get it cancelled or refunded so that i can appear for test as soon as possible and get my licence done.
