Rto India — Ownership transfer application not process

Dear Sir, while making ownership transfer process through parivahan website, error show "alreat RC SMART CARD Pending 28-May-2020 13:28:59 by user" however i have already recived RC one month back.
i visited RTO office jodhpur rajasthan more than 5 times but problem not sloved and also not able to process application through rto office please help

Vehicle no kl10ae8191 already transfer rto belgaum karnataka date 2019 i have requested remove old permit rto malappuram kerla aplication no l10/0ae8191/0706 & permit no kl1010/4559/2012 please kindly remove this permit
