Rto India — refund of lmv to mcwg fees and dl not delivered

I applied for permanent driving license for lmv but as i was not able to learn how to drive a car i canceled my lmv and went mcwg. The rto didn't refund my fees. And it's been almost a month i have not received my permanent drivers license.

The fee should be refunded as these government employees gave made a habbit of gulping down common man's money.

Since past fortnight I have been looking for a slot for learners license at Saharanpur (U.P.) RTO and it is still unavailable.
Well if driving license is necessary than the availability of the slot at regional RTO's must be increased with the increase in exponential fines.
