Rto India — rto licence fee wrongly deposited to rto andheri

I have deposited rs.503/- for learning licence on line. Receipt no mhh/3081993 dated 16/09/2018. I was given appointment at rto andheri. On the date of interview the lady si tting there told me that you have deposited the fees to wrong rto you deposit it again & go to dahisar rto. While depositing the money i have clearly mentioned my address & the money should not have been accepted by the rto andheri. When the department is same why i should deposit money again & if i have to deposit why they are not refunding my money

I have given my driving test on 7 july 2018.
Even after 2 months i have not received driving licence. Status on the website says, it has dispatched on 13 July 2018. Kindly look into the matter. My application no is [protected] and DOB is 05/05/1985
