Rto India — to much delay in updating driving test result

Hi,
I gave a permanent driving license test on 10/01/2020. I successfully passed the exam and the officer took my learning license along with dl forms. but sill my exam result is not updated. and after than when I called them they said you never submitted your form. they don't give any form submission receipt so I don't have any proof of form submission.

I'm trying to book a slot for driving test, entered all the details however when clicked on confirm slot, it should take me to the payment page but a blank page comes, nothing works.
I am trying since a week and same issue.

Please help.
