Rto India — unable to apply for driving license

I have visited rto on[protected] to apply for my driving license. Application no.[protected]. The bio-metric scanner at the scanner at the centre was unable to capture my fingerprints due to which it was told that d. L. Cannot be provided i have my aadhar card and all other complete relevant documents with me.
Kindly suggest as how can i apply & get my driving license.
