Rto India — unable to get an update on license application

Hi,
Appeared for driving license test on 13th oct 2017 and its been 2 months there is no update on this application. Online portal has a transaction to be actioned as issue of driving licence (Transaction name) approval of dl (Pending at) artocnt1p (Counter). Tried reaching them on email id's mentioned on portal yet there is no response.
