Sahara Q Shop — liquidation of sahara q shop bond paper

I have submitted the sahara q shop bonds to region office of sahara india in pukhrayan kanpur dehat, uttar pradesh - 209111, and they have refused to do the payment by saying that supreme court has not allowed to liquidate any sahara q shop bond till the order from it. Regional office has refused to process the same with the reason that you have to wait till the supreme court order in this regard.in view of the above i wanted to know that is there any guidelines issued by sc in this regard for none payment of sahara q shop bond till next order or just staff is trying to postponed it. I also wanted to know that if there is no such guidelines then where can i approach to resolve my issue as soon as possible. Kindly guide me or issue me some short of suggestions. Thanking you...
