Samaj Kalyan Vibhag — I didn't get scholarships Session 2014-15 & 2015-16

I am a B.Tech student of 4th year(CIVIL) in Rajdhani Engineering College, Renwal, jaipur. My scholarship has sanctioned for both sessions 2014-15 & 2015-16. My bank account has closed which include with application session 2014-15 but Bank account include with session 2015-16 is working. But the scholarship of any session does not transfer yet. I have gone many times in samaj kalyan vibhag office jaipur(rural) but They don't listen me.
So please look into this matter.
