Samaj Kalyan Vibhag — Scholarship refund

Dear sir,
I am the student B.Tech 2nd year of branch mechanical of GLA university.sir i am complaining about my scholarship.sir my scholarship is not coming of the session 2016-17. In pfms site my scholarship is showing under processing for last 2 or 3 days but now this site is not working. and the bank says please go to the samaj kalyan vibhag. I am attached my some documents of regarding the scholarship. my registration ID is [protected].
sir please help me over this issue.where i have to complain now.
