Sdmc — unauthorised construction e 11/11

My neighbour is building house on plot e 11/11. The property is to have a driveway on one side, while the other side is to have a joint wall with the neighbouring house. However the property e 11/13 is being built with no driveway and the wall is being constructed adjacent to my driveway. This will block light and air entry to my house.
