Shein — delivery

I have ordered some products on 5th may from the site "shein". They deliver their order through ecomexpress. It's been 10 days, i have not received my order yet. Moreover, so many problems i faced in these days.
1. Very poor customer service. They are not at all communicative.
2. Didn't get any mail or message regarding shipping and delivery
3. I have constantly mailed them, but they made fake promises that it will reach in a short while.
4. To check delivery status, through the logistics website, suddenly i saw that on 9th may it was out for delivery but didn't reach to me for god knows what reason. They've not even mailed me.
5. I have mailed shein, no reply. Then called the logistics. They said the delivery boy named rahul singh didn't come to me. Reason is still unknown.
6. Since 13th may, i am repeatedly calling to logistics, and they are expert at making fake promise that product will reach, out for delivery. Even the senior manager of ecom express also lied about it, as he said, they are not liable for it. So who the hell is taking the responsibility for delivering the order?
7. I still have no clue where my product is and whether it is possible to get it or not.

So, my question is who is responsible for it? Who is giving the permission to these kind of brand to business in india and make people fool? It is nothing but harrasment of customers. And this kind of irregular, unattainable behaviour make people detached from another loyal brand to shop.
