South Bihar Power Distribution Company [SBPDCL] — Unsatisfactory electricity bill

Sir, I am using the electricity of company south Bihar Power distribution limited. My consumer id is - AW22154. I am regularly paying the bill since the time I had the connection of this company without any issue. I had already paid the bill till 29 December 2015, without any issue. But the company had given me the bill of rupess 45, 437 for the time period of 29 januray 2016 to 29 march 2016 which is totally wrong. I had already filed the complaint against it to the electricity board, DM, SP of my district Arwal for the three times in each of the mentioned departments.
But no action has been taken till date. So please help me.

As i am resident of patna i was trying to pay my bill online through wrbsite but i am not able to do so norhing happend after giving all my detail its stuck again and again and then i completely fed up with the site,
Please i beg to state that to higher official of the organisation to please work on it
