Space India Balaji Symphony — refund of booking amount

On 3rd november, 2016 we booked flat no. 1303 by issuing cheque of rs 100000 as we were forced by marketing gimmick that there is no stamp duty and registration charges till 3rd of november, 2016..
We were promised that if anything goes wrong (May be if we are not able to manage cash, if there is any problem in getting loan, if there is any clash in the terms and conditions of the agreement and what sales person has promised) our money will be refunded. So, i thought our money is in safe hands and we will be treated well what usually a customer expects from the service provider.

I am feeling cheated by the builder. I have cancelled my flat booking but they are reducing 30000 from 100000 booking amount. There was no such clause in the booking document signed by me.

Is there any way out to get my money back
