Spencer's Retail — charging of branded plastic bags

As per recent amendments in plastic bags charges by the companies, if the bags have advertisement on bags, the same is not chargeable from customers, but they are asking forcefully saying we have not got any communication from management.
There was no store manager at the floor. I was in the store at 12 pm today and there was no staff to attend. All the staff were acting ignorant and was not willing to answer my queries.
Its really disappointing if being a large corporate, you are not following government rules and norms and not passing on benefit to customers.
