Sir, i have done my passport payment application on 1st march, 2017 two times but both the time amount has been deducted from my account and the payment status is still "failed" .It had been 10 day i haven't got my money back. Always it is better to generate a challan & pay the cash at sbi cash counter & amount will be credited within 1 day so that you can opt for appointment this is my experience had while applying for pp instead of on line payment some times system may be failed, it may take some time to get corrected & you should not have made 2nd payment.
