State Bank Of India(nagerbazar Br) — Transaction only with debit card

This branch is refusing transactions like deposit of cash & withdrawal of cash through cheque without debit card.Thus forcing everybody to have a debit card. Is there any such new rule made by State Bank of India ? There is no mention of such a thing in the news papers.Also there is no such notification in the bank premises. Since when SBI has made debit cards mandatory for transaction?
