subhas bose institute of hotel management — Degree certificate and mark sheet not received

I have passed out from -Subhas Bose Institute Of Hotel Management, Kolkata under Punjab Technical University in the year 2014 but haven't received my certificate and marksheet till now.
I am originally from Guwahati city. After passing out I have visited Kolkata for the documents but they informed that PTU will deliver us at our home address after making payment for courier charges of 200rs per document. After payment PTU informed that it has been sent to learning centre but there is no response from my college.
I am in urgent need of the documents but they are not responding to my query.
