Swachh Bharat Abhiyan... — lots of policies and plastic glass on road and choking the drain system

Hello sir, i had saw it from several years the plastic bags and plastic glass were thrown on the road and also choking the drainage system by putting all the unwanted waste to it.
Lots of mosquito were surrounding always. I had complaint many times to local municipality but didn't get any satisfied result.
And because of its thel which is stand unauthorised area the road get choke
