T-Kameez — order not delivered but money deducted

Its been 14 days my order have not been delivered to me... I have paid full payment and now m regrating for paying the amount online because they do not give proper answer on mails nd customer care no. Is broken... I want a full payment back in my bank account... Or else give me the order as soon as possible... Its been very bad for a big site to give this kind of serive...
