Tamil Nadu Electricity Board [TNEB] — meter defective - no display - meter got replaced and claiming from the consumer

Based on my complain posted on 3rd july 2019, saying that tneb meter not working, no display. Tneb people came and checked and they were claiming money for replacing the meter. Raised complaint in tangedco on line complaint. The meter got replaced on 7th july 2019 but tangedco is claiming money for the same. I want response for the earliet complaint and not acceptable to pay money for the meter. Please get me clarify and how come consumer responsible for the meter cost. It is not acceptable. They have taken the faulty meter along with them. Not sure whether meter is at fault or not.
However i am not convinced to pay for the meter
