Tamil Nadu Electricity Board [TNEB] — unable to submit complaint online to resolve excess billing

I have tried to submit online complaint regarding excess billing on last 2 tneb bills. The tneb online billing portal has a selection for submitting complaints, but when i entered the necessary information, no complaint was registered. Suddenly in the last two bills the amount charged has gone up 7 or 8 times the usual amount. Meanwhile, there had been no change in consumption. The account[protected] is for my father who lives alone in a one bedroom seniors apartment complex. His last bill was more than rs 2600 and the one before that more than rs 2800. I am trying to get it corrected on his behalf at long distance and tried to do so online. The complaint system on tneb website is completely misleading and bogus, making it appear that they have a legitimate process to resolve consumer issues. How can i get this resolved when i am unable to go to a tneb office in person?
