Tccl — cable service

I'm from chennai. Tccl cable is my cable provider. Recently i had requested them to enable hd channels and i had paid for the same, the revised cable rates. As expected, there was no prompt response and the channel itself was provided 2 weeks late (Requested in 2nd week of feb, channel opened 1st march). But this wasnt the core issue.
Now the channel did not work on even a single occasion post 1st march. On enquiring about the same the cable provider would either not attend the call or on the rare occasion of attending the call he would reply rudely or promise to enable the channel and not do so.
It's april now and finally the channel is working, but the quality is so poor that it might give me epilepsy. Scrambled all the time, 50% of the time scrambled beyond any visible evidence of a proper picture. Again, the cable provider was called and quite obviously he replied rudely and cut the call. I cannot withstand being cheated anymore. On no grounds does it seem fair to pay for a channel that has not worked to the least for even 10% of tv runtime. What's worse is the appalling customer service and response from the cable provider.
I request the cable provider to compensate for the poor quality of service and the pathetic customer service. I request the cable provider to come over in person and sort this out.
