Telemart — Telemart refuses to refund jointex amount of rs. 4950.

I purchased Jointex on 9th Dec 2015. It was delivered on 10th December with COD of 4950 INR.
Within 24 hours, the product started showing defect and from 11th December onwards, it stopped working.
There was absolutely no decrease in pain and I tried to contact them but no one picked up the phone.
After a lot of research, I managed to find out another customer care number[protected].
At first they suggested to replace the cell.
When that also failed to start the product, I asked for a refund.
But they are unwilling to start the refund process and disconnected the call.

They have advertised boldly that if not satisfied, they will refund the entire amount within 15 days.
Why are they not walking the talk?

I have submitted a complaint in "myconsumercourt.com", but still there is no progress till now.

I want my amount refunded soon, and if possible, with interest.
