Irctc — Ticket booking is failed but amount deducted and it is not refunded yet.

I was try to book ticket for mgr chennai ctl to santragachi jn on 10 may 2019 and jounery date was16 jun 2019. But payment status: amount not received from bank and amount is debittted from my sbi account. As of now mailed them 4-5 times and they didnt reply on it. My transaction id: [protected]. Transaction amount: 5266.47
Can you help me get money back from them.
