Times Of India — complaint against newspaper vendor

Today on 14th feb 2020 my paper vendor didn't delivered paper (Toi & eco times) to me, when i called him i was told that the delivery boy has not come today and i was told to collect paper from stall.
Once i reached at the stall the vendor was not there so i called him on his phone to my surprise he was not picking my call and i receive an sms saying that he is driving i waited for 5 minutes there at the stall thinking that he will call me back but he didn't and now the boy who was sitting at the stall was not giving paper to me saying that he needs to speak to the vendor first

Please take serious action against this vendor i want him to apologize to me for such rude behavior and for wasting my time.
