Times Of India — subscription money taken but delivery not yet begun (since 5 months)

This is with regards to my times of india subscription.

Because the vendor is not available and i have been given to understand by the times of india employee who handles subscription that he has left for his native place without informing about any date of return (Also he is not answering the calls) i have not been receiving the delivery since lockdown has been lifted / june 2020.

Requesting to either change my vendor or refund my amount immediately.
