Trai — regarding port rejection

I am using a vodafone post paid connection. I am under 299 plan. But most of the month they do cheating and generate bills from more than 500. i have paid all bills still they are rejecting my port request to other network. I paid entire amount in vodafone plus extra amount rupees 100 for port. But port rejected due to overdue payment. I don't how within 4 days i got rupees l50 due without using this network. I called to customer care service but no response they are saying that network not updated we can't give the reason for rejection.
