TVS Credit Services Ltd — Unethical practices of fooling customers

I applied for an used car loan from tvs credit at their branch office in jabalpur on 25/03/2016 .The co. Was represented by mr deval saxena, employee code 5010310.
At the time of submitting documents and initial enquiry, he informed that the total charges apart from the interest on my loaned amount will be rs 2314/- which include processing fees rs 1564/- or 1.50% of loan amount, car verification report of rs 600/-and stamp duty of rs 250/-. Final.
After getting the agreement signed yesterday, i came to know that the loan amount also includes rs 4250/- which according to mr deval is for loan insurance by icici.
I refused accepting the extra charges apart from my loaned amount and requested for waiving off the insurance part which was never informed to me in the first place.
In response, the branch manager said that it is not possible and most they can do is they can foreclose the loan if i dont accept the insurance amount added to my loan and asked me to pay rs 4000/- as foreclosure charges.
I want to complain against the corrupt practice of providing under information by this particular employee of tvs credit and also discuss why it near to impossible to change something in the particular details sent to a company by its branch office when as a customer, i am ready to pay all the charges which are normal in the competitive finance companies ?

If I foreclose my Loan Account which I have not availed yet, I have to pay foreclosure charges of Rs.4000/-
and foreclosing the Loan AC will affect my CIBIL Score thus negatively affecting my future credit worthiness.
