TVS Motors — New tvs victor 110cc bike no mileage and engine sound

I purchase the new tvs victor on 14/10/2016, and three service is complete, but mileage is coming in city ride 35/kmpl and engine sound is not good now. I complaint NEO MOTORS BANGALORE. But no respons. TVS company is cheeting our costumer than. And TVS COMPANY is telling this New TVS VICTOR BIKE is given 76/kmpl. But my bike is given 35 to 40/kmpl on city ride.
