Uber India — uber drivers misbehavior and harassment

I have been a very long time user of uber and i wish to raise a complaint for an experience that is extremely disturbing. I tried to book a cab from chandigarh airport to ludhiana which shows a flat fare on the app.
The driver, deepak, with cab number pb-10fv-5311, honda amaze, accepted the ride and called me for the pickup. My parents boarded the cab. Then he called me to ask me to pay toll as well as parking charges. I told him that all that is included in the uber fare, and i have never paid for that ever, since 4 years of being associated with uber. Then he suggested me to cancel the ride and offered to take my parents on the ride for an all-cash trip without the involvement of uber. He said that uber is going to charge a commission of 250 rupees which he doesn't want to pay. I refused this offer and tried to book another cab. Again, the ride was routed to the same guy. He refused to cancel the ride, and he refused to pick up the phone. My old parents were stuck in the middle of nowhere, and i couldn't book another cab as the same cab kept on accepting the ride. After several cancellations, i couldn't book a cab at all.
There were two cab drivers - deepak and lovekesh. Both of them were extremely rude, and both refused to take my parents if i wouldn't pay the toll and the parking fees.
The bookings were made on 7th march, between 1-2 pm
This is an extremely disgusting experience, and the drivers have formed a mafia harassing the customers like this.
I am extremely upset and a lot of my friends are working as managers in uber. I will surely raise this issue with them.
