United Bank Of India [UBI] — amount is debited from the account but the payee did not receive the amount

I am holding a savings account in your bank for the past 9 years. I wish to bring to your notice that an amount of rs 10000/ has been debited from my account on 04/02/2019 but this amount is not credited to my sbi account. The transaction is done by through phonepe app.
