United Bank Of India [UBI] — cheque clearance for same bank

Submitted a cheque to ubi panihati branch on monday @10 am. Ideally it should get credited by that day. Today i visited the branch and they told it will be done by today only. Still it's not happened. It was very urgent to get the amount.
I wonder how this kind of service a government bank can provide. Minimum seriousness is expected. Now some very important plan of me got cancelled due to the irresponsibility of bank.
