United Bank Of India [UBI] — extreme delay of disbursement

I, habiba khatun, applied for a hbl loan of 35 lakh in june, 2019. I submitted all required documents. Baruipur hub & sarisha branch informed me that they have not got consent for disbursement. I visited united tower. The officers also gave me false promise. The date of agreement is over. The owner claimed that i have pay more 2 lakh as i failed to keep my words. The owner refused to return back my given money of 13 lakhs. Please reply. It's extremely urgent.
