[Resolved] United Bank Of India [UBI] — my money is missing from my account and they are helpless

I swiped RS 2199 to a van Heusen store at Bangalore but I got declined, so again I swiped 2199 again it got declined, So my money 4398 got debited from account that is 2199 + 2199 = 4398, so I contacted the bank but they are helpless and their customer care number is not at all reachable and I'm suffering now. If I call the customer care number their number is not reaching very disappointing and bank people are making fool on customers. I want a immediate resolution and I want that 4398 to be credited back to my account.

Sir, 22/01/2019.i pushed my debit card to sbi atm machine on 17:44 mint at majdia{near banpur rly}.after push go to withdrawal and choice amount of 500 hundred. the problem is money is debited from my account but cash not come out from machine.and the money not refunded yet.
