UPI — my account has been debited but the beneficiary has not received the payment

I tarnsferred money via upi, my account is in sbi from which i transferred rs 10000 which has been debited on 13th jan'2019 but not yet received by benificiary. Very disaapointed as it has been 1 month now and i got no resposne from bank neither from upi. My ticket no-573291. I transferred my amt to pnb bank. If the amount got deducted on the very same day then where my amt got transferred??
