UPTU — Improper rule apply on 4th year students of engg.college

I m the guardian of a student o[censored]PTU affiliated technical college student.In 3rd year he don't apply for hostel & live in private hostel but at exam time he had a due of 6000/-Rs fees & told him that your hostel cancellation charge automatically deduct from education fees and his education fees is due.Now he had to re-pay 6000/- education fee. He had already pay for hostel registration fee .4th year he had also a penalty of rupees 500/- when he went to know the reason of penalty, the management said it is the annual penalty because you have pay your fees in installment, according to institute it is the rule that in 4th year student have to pay fees at one time. IS THERE ANY RULE OF THIS TYPE???IS IT TRUE??
