Fraud Submission of money, not refunding

Veracity connect, vendour of vodafone, who convert prepaid to post paid number, they took 250/- on dated 18-1-15, from malviya nagar, they took my photo id and address id proof including one passport size photo person name was naved. they told within 36hours number will be active, after one day guy called and said your verification is been cancelled, and said payment will be refunded by cheque itself. it took one month no cheque not a single...
